1. BACKGROUND
The Occupational Safety and Health (Safety and Health Officer) Regulations 1997 which came into force on 22 August 1997 requires that certain industries to employ a competent safety and health officer to resolve matters pertaining to the safety and health at their workplace.

The safety and health officers must fit to the requirements under this regulation amongst other they must have completed a course of training in occupational safety and health and passed the examination conducted by NIOSH. Apart from that, they must possess minimum of 3 years experience in occupational safety and health.

2. OBJECTIVE
The objective of this guideline is to explain on the current requirement and structure of the Safety and Health Officer Examination conducted by NIOSH.

3. ENTRY REQUIREMENT

3.1 NIOSH Student
The candidates must:
a) possess minimum SPM,MCE,SPVM or equivalent certificate;

  ** The candidate who possess open Certificate must have 6 subject with the following:
  i) Distinction with at least minimum grade 6C in Bahasa Melayu, English, Mathematic ; AND
  ii) Pass at least minimum grade 8E for subject Science/Physic/Chemistry/Biology ; AND
  iii) Pass another 2 subjects

  
b) forward the certified copy of their academic certificate (SPM/MCE/ SPVM or equivalent);
c) have successfully completed the Safety and Health Officer (SHO) Course conducted by NIOSH.

3.2 NON-NIOSH Student
The candidates must have completed the Safety and Health Officer Course or equivalent conducted by the training providers approved by DOSH and forward the certified copy of their academic certificate (SPM/MCE/ SPVM or equivalent).

3.3 How to apply
Application can be made by using the NIOSH's Safety and Health Officer Examination Form and submitted together with the examination fees.

4. TERM AND CONDITION

4.1 General Rule
A certificate will be awarded when the candidate passes all the three (3) papers.

4.2 Valid Examination Period
Once the candidate satisfies the entry requirement, he/she may complete the examination within two years (24 months) starting from the first examination/paper taken by the candidate.

4.3 Re-sit
Candidate may re-sit for 4 times for each of the paper. If the candidate fails after the fifth attempts in the specified period, he/she must re-enroll as a fresh candidate for the examination.

4.4 Enrollment Method
The examination is based on a flexible enrollment method. Candidate may choose to take any of the paper as long as it is accomplished within two years.

5. WITHDRAWAL & CANCELLATION

5.1 If the candidate withdraw from the examination, the fees paid are not refundable.

5.2 If the candidate wish to postpone the examination (by writing to the Examination Secretariat before the postponement date), the fees will be carried forward to the next examination. However, if the postponement is made later than the postponement date, his fees is forfeited.

5.3 Exception is allowed for only 2 cases i.e. death of the candidate's immediate family and admission to hospital. Both cases must be forwarded to the secretariat together with the supported document of the events e.g. death certificate and Doctor's testimonial for being warded etc.

6. EXAMINATION FORMAT

6.1 Languages
All questions are presented in English and Bahasa Melayu, and candidates may choose to answer in either one language.

*Candidates must pass all the two parts in Paper IV in order to pass Paper IV. If a candidate fails one of the two parts, he/she may have to re-sit the parts that he/she fails only.

7. EXAMINATION FEES

7.1 Fees for the whole examination is RM 950 (Paper I / Paper II : RM 250 each, Paper III : RM 150 and Paper IV : RM 300) for examination conducted in Peninsular Malaysia and RM 1050 (Paper I / Paper II : RM 250 each, Paper III : RM 180 and Paper IV : RM 370) for examination conducted in Sabah or Sarawak.

7.2 The fees must be submitted together with the application to sit for the examination.

8. CERTIFICATION

A Safety and Health Officer Examination certificate will be awarded to the candidate who has passed the Safety and Health Officer examination
